Joe Horan RIP

I was shocked and saddened to hear the news of the passing of Joe Horan this week.

Joe Horan was a native of Arklow and remained a proud Arklow man to the end. However, his influence on other parts of County Wicklow and County Dublin and County Meath was immense.

Joe Horan served in many capacities on the staff of Wicklow County Council rising to the position of County Secretary before being appointed County Manager of County Meath and subsequently County Manager of Dublin South County Council.

In all of these places his influence was immense and is still felt today as witnessed by the huge attendance at his funeral by public representatives and staff colleagues with whom he worked in Wicklow, Meath and Dublin.

Joe was a highly energetic, deeply committed and brilliantly effective public servant. He first came to my notice in the aftermath of Hurricane Charlie in Bray when he led the team which organised the rehousing of flood victims, the repairs and refurbishment of homes affected by the flood and the restoration of Little Bray to its former condition.

Joe was subsequently appointed Town Clerk of Bray and in this role he showed the same energy, dedication and vision in every task he undertook.

Joe Horan was the person responsible for the excellence of Bray Seafront as it is today because he recognised the importance of ensuring cleanliness and tidiness of the seafront as a way of attracting visitors to Bray and giving the people of Bray pride in their home town.

Joe was appointed as County Manager in County Meath and subsequently in South County Dublin and I know from talking to Councillors from those Counties, Joe was responsible for major infrastructural development and excellence in a wide range of services for the people they represent.

Joe Horan was a transformational leader, a man of vision, dedication and boundless energy who served his county and his country with distinction. We will not see his like again.

I offer my deepest sympathy to Joe's wife, Geraldine, his three sons and his extended family on their immense loss
